The following $411 million in U.S. aid have been cancelled/suspended (rightfully so):
- $45 million in direct assistance to the Palestinian Authority
- $130 million in infrastructure projects (roads, water infrastructure, construction)
- $20 million in private enterprise development and revitalization, financial markets reform
- $17 million in electoral, political party, local government, and legislative support programs
- $13 million in civil society development
- $10 million in rule of law and judicial programs
- $7 million in technical assistance
- $4 million in community policing
- $165 million in ongoing and planned projects subject to further review
The State Department has authorized $245 million in humanitarian aid - which represents a 57% increase from the pre-Hamas level - and $42 million in democracy building funds, as outlined below:
- $65 million in food programs
- $31 million in health programs
- $500,000 in avian flu prevention and containment
- $14 million in education programs
- $135 million to UNRWA
- $42 million to protect and promote moderation and democratic alternatives to Hamas
