While the U.S. prepares legislation on distributing Palestinian aid, the EU is indicating its unwillingness to act alongside the U.S. on foreign aid to a Hamas government. "The EU stands ready to continue to support Palestinian economic development and democratic state-building," one EU diplomat quoted the text of a draft statement as saying. Palestinians receive $900 million a year in foreign aid, one-third of it from European treasuries.
