Nasrallah Calls on Lebanese to Demonstrate in Effort to Shut Down Siniora Govt

Thursday afternoon, Hezbollah leader Hassan Nasrallah spoke to the Lebanese people about the state of the government. His remarks indicate that Hezbollah intends to do whatever is necessary to bring the Siniora government to its knees. Nasrallah has called upon the Lebanese to demonstrate and go on strike in Beirut tomorrow as a sign of solidarity with Hezbollah.

HASSAN NASRALLAH: In the name of God, the Beneficent and the Merciful. Praise be to God Almighty, and peace and blessings be upon our prophet - Abu Al-Qassem, Mohammad - and upon his good-hearted family and companions, and upon all the prophets and messengers. Peace and blessings of God be upon you.

Dear Lebanese, a year and few months have passed since the formation of the current Lebanese government. This government presented a huge, important, clear and specific ministerial declaration, and also presented important and sensitive assurances to the Lebanese, but after all this time, it is clear that it the government is impotent, unsuccessful and incapable of fulfilling its promises or accomplishing any significant achievements.

We even find that the crises have become worse in all spheres - politically, socially and economically, regarding security and financial aspects and more.

We think that the main reason for the impotency and failure of the government is that it is a one-team government. It is true that the Amal movement and Hezbollah were participating in this government, but they were never actually allowed to be seriously or effectively involved, because the government was a mere superficial legal framework to pass decisions taken within a framework of leadership outside the government, and it is the leadership of the March 14th forces.

Lebanon, with all its complexity, variety, nature and aspects can never be governed or have its crises solved by one side or by a certain coalition, especially given these harsh internal circumstances, and even much harsher regional situation, and very dangerous international situation.

So we called for and are still calling for the formation of a national unity government, because if we want to protect Lebanon's independence and sovereignty, and prevent any external guardianship over Lebanon - because if we want to consolidate and strengthen the support for security, stability and civil peace in Lebanon, because if we want to seriously cooperate to deal with the suffocating social and economic crisis, because if we want to deal with our political crisis on the basis of granting actual representation to all the Lebanese streams and groups, and actual participation in governing the country, because if we want to deal with the various crises and confront the various present challenges - locally, regionally and internationally at this stage - we must cooperate, unite and gather all our efforts. This can only achieved by a real national unity government.

When we talk about a national unity government, we are talking about integration, unity, cooperation and solidarity. We are not talking of cancellation, omitting, uprooting, a monopoly or exclusivity.

In any case, we found that all peaceful attempts at dialogue, negotiation and consultation were met with closed doors because the ruling party insists on its exclusive authority, contrary to the actual national interest and despite its impotency, failure and inability to accomplish any achievements on any level.

Botched Execution in Kuwait Leaves Man Alive for Five Hours After Hanging

Sanjaya Rowan Kumara, a Sri Lankan national who was executed in Kuwait for murdering an Asian woman during a robbery remained alive five hours after he was hanged and pronounced dead, newspapers reported yesterday. Najeeb al-Mulla of the Ministry of Justice, who supervised the hanging, told Al-Watan newspaper the report was "baseless."

Kumara was pronounced dead by doctors eight minutes after he was hanged but medics who transported his body to a morgue said they noticed he was still moving. Forensic experts were immediately called to examine the body and they confirmed that "there was some weak pulse in his heart," the daily said. The examination was repeated several times and each time "the dead body showed some signs of life."

Qatar Takes Lead in Security Council, Ministers to Convene on MidEast Peace

Qatar's Permanent Mission to the UN has declared that as President of the Security Council, it has ordered the Security Council to convent next month for an "open thematic debate at the Ministerial level on 'Sustainable Peace in the Middle East.'" The meeting will convene on December 7, the day after the Baker Commission report is released in Washington.

The main purpose of the meeting, according to Qatar, "would be to engage the Council in discussion on the most effective ways to guarantee the establishment of a lasting peace in that important region of the world, and the sustainability of that peace."

Qatar has invited Israeli FM Tzipi Livni to participate in the meeting, however, no representatives from the Palestinian Authority have been extended an invitation. Qatari Ambassador Nassir Abdulaziz Al-Nasser envisages "a presidential statement to be adopted at the meeting that expresses the points of view of the members of the Council on the steps to be taken in the coming stage to reach a settlement of that issue which has been sitting on the agenda of the Council for too many decades."

UPDATE 11/30 @ 13:07: For more on this issue, we refer you back to an important post we had last month that links up to a document outlining the Qatari agenda for next month.

UPDATE 12/01 @ 15:39: The proposed meeting has been moved to December 12.

Annan Sends Message to Human Rights Council to Go Beyond Israeli Issues

Yesterday, UN Secretary-General Kofi Annan reportedly sent a letter to the Human Rights Council, condemning it for being too narrowly focused on the Israeli - Palestinian conflict. Today, we have seen the letter itself. Below is the opening of the letter, which goes on to discuss less exciting structure issues for the Council.

THE SECRETARY-GENERAL
MESSAGE TO THE THIRD SESSION OF THE HUMAN RIGHTS COUNCIL
GENEVA, 29 NOVEMBER 2006

Distinguished Members of the Human Rights Council,

I send you my greetings as you begin your third regular session. Since your first session in June you have been very active - holding three special sessions as well as two regular ones. You have focused especially on the Arab-Israeli conflict, which indeed has escalated during these months in ways that cause deep concern to us all. I am glad to note that the High Commissioner is also paying close attention to developments in the Middle East, and that you will be hearing a report from her on her recent visit to Israel and the occupied Palestinian territory.

I hope, however, that the Council will take care to handle this issue in an impartial way, and not allow it to monopolize attention at the expense of others where there are equally grave or even graver violations. There are surely other situations, besides the one in the Middle East, which would merit scrutiny by a special session of this Council. I would suggest that Darfur is a glaring case in point.

Israel Renews Invitation to Pope to Make Official Visit; Meetings Scheduled

A delegation of the Israeli government recently met with Vatican Secretary of State Cardinal Tarcisio Bertone to invite the Pope to Israel and to establish an agenda of negotiations.

Following the meeting, which also involved Vatican Foreign Secretary Archbishop Dominique Mamberti, the Israeli delegation of Director General of Foreign Affairs Aaron Abramovich and Israel's ambassador to the Holy See Oded Ben-Hur, said that an agenda for two more meetings had been agreed in order to overcome the present divergences in the implementation of the Fundamental Treaty between the Holy See and Israel.

The first meeting will take place in December, and will be attended by experts from the Vatican and Israel. The second will be held in January, at the level of interlocutors with the rank of ministers.

Lockheed Martin Tests Missile Defense Shield Effective Against Crude Rockets

Lockheed Martin has had success in testing its Sky Shield system against Katyusha and Qassam rockets. The system uses radar and a rapid-fire 35mm canon that creates a barrier by firing tungsten-tipped ammunition in a spiral pattern. Incoming warheads are destroyed as they fly through the field of shrapnel. Sky Shield reportedly costs about $15 million per system. The number of systems required is determined by the size of the town or city being protected.

Ahmadinejad Writes Letter Addressed to 'American People' on Foreign Policy

Iranian President Mahmoud Ahmadinejad has sent a five-page "letter to the American people" to New York where its contents will be released on Wednesday, Iranian media reported. The Iranian Mission at the UN plans on publicizing the text. If and when we obtain it, we will of course pass it along to you.

According to reports, Ahmadinejad's letter accused their government of "coercion, force and injustice" and urged the U.S. to pull out of Iraq. He also called on Washington to recognize a Palestinian state and cautioned the Democratic Party that, after gaining control of Congress, they would be "held to account by the people and by history."

"Governments are there to serve their own people. No people wants to side with or support any oppressors. But regrettably, the U.S. administration disregards even its own public opinion and remains in the forefront of supporting the trampling of the rights of the Palestinian people," he said. "It is possible to govern based on an approach that is distinctly different from one of coercion, force and injustice."

On Iraq, he said that with a constitution and government now in place, "would it not be more beneficial to bring the U.S. officers and soldiers home, and to spend the astronomical U.S. military expenditures in Iraq for the welfare and prosperity of the American people?"

UPDATE 11/29 @ 14:54: The full text of the letter is transcribed below the fold.

Egyptian Intel Chief in Israel for Prisoner Release Talks Ahead of Rice Meetings

Omar Suleiman, the head of Egyptian intelligence, is visiting Israel for talks on a possible prisoner exchange between Israel and the Palestinians. Suleiman held talks with senior Israeli officials Wednesday and met with Hamas leader Khaled Meshaal. Hamas is demanding that Israel free 1400 Palestinian prisoners, including 400 women and minors in exchange for kidnapped IDF Cpl. Gilad Shalit.

Earlier this week Israeli PM Ehud Olmert said he would hold direct talks with Palestinian President Mahmoud Abbas, but only after Shalit was freed. Secretary Rice plans to meet Abbas in Jericho on Thursday where talks are expected to focus on how to extend a ceasefire agreed to by Israel and the Palestinians on Sunday - and revive the internationally-backed "road-map" peace plan which calls for an eventual Palestinian state next to Israel. Israel Radio is reporting that Secretary Rice will also meet Olmert on Thursday.
